Washington State email alerts are now available for administrators to enable at the account level to assist with managing appliances that fall under Chapter 173-443 WAC Hydrofluorocarbons (HFCs) and Other Fluorinated Greenhouse Gases. Washington state alerts are designed with Chapter 173-443 WAC in mind, and, when enabled, these alerts will only apply to impacted appliances in trakref that meet all of the following requirements:
- Appliance Location is in Washington state
- Appliance Type is Refrigeration, Process Cooling or Comfort Cooling
- Appliance capacity is >/= 50 lbs
- Appliance Material Type has a GWP of 150 or greater
There are two types of Washington alerts currently available for email alert configuration:
- Washington state leak repair email alerts
- Washington state leak rate threshold email alerts
The first alerts, Washington state leak repair email alerts, are triggered when an impacted appliance approaches, meets, and exceeds the 14-day leak repair requirement. These are broken into 3 different alerts, thus allowing administrators to decide if they want to receive some or all of the WA leak repair threshold alerts.
-
WA Repair Threshold Approaching - alert is triggered when an impacted appliance is under repair for 7-days.
- Email Alert: This notification is to inform you that the 14-day leak repair window under Chapters 173-443 WAC is approaching. Please make every effort to complete this repair within the 14-day repair window. If you believe you will exceed the 14 day leak repair window, but qualify for an exemption under 173-443-235, we recommend you submit an exemption application to the Ecology Air Quality Program - HFC Program.
-
WA Repair Threshold Reached - alert is triggered when an impacted appliance is under repair for 14-days.
- Email Alert: This notification is to inform you that the 14-day leak repair window under Chapters 173-443 WAC ends today. If you believe you will exceed the 14 day leak repair window, but qualify for an exemption under 173-443-235, we recommend you submit an exemption application to the Ecology Air Quality Program - HFC Program.
-
WA Repair Threshold Exceeded - alert is triggered when an impacted appliance is under repair for more than 14-days
- Email Alert: This notification is to inform you that the 14-day leak repair window under Chapters 173-443 WAC is exceeded. If you qualify for an exemption under 173-443-235, we recommend you submit an exemption application to the Ecology Air Quality Program - HFC Program.
The second alert, Washington state leak rate threshold, will trigger when an impacted appliance approaches, meets or exceeds the Washington State 12-month rolling average method*, as defined in WAC 173-443-030.
Washington leak rate threshold varies depending on System Type. These alerts take into consideration an appliances system type, and are in line with leak rate thresholds defined under WAC 173-443-155.
- Refrigeration: 16%
- Industrial Process Cooling: 24%
- Comfort Cooling/HVAC: 8%
Washington leak rate threshold email alerts are broken into 3 different alerts, allowing administrators to decide if they want to receive some or all of the leak repair alerts.
-
WA Leak Threshold Approaching - alert is triggered when asset leak rate hits within 2% of the asset type threshold, but does not meet the applicable threshold. For example, when a Refrigeration appliance hits a leak rate of at least 14%, but does not exceed 15.999%
- Email Alert: The leak rate for this appliance is nearing the Washington State Department of Ecology leak rate threshold under Chapters 173-443 WAC
-
WA Leak Threshold Reached - alert is triggered when asset leak rate hits the asset type threshold, but does not exceed the threshold. For example, when a Comfort Cooling appliance hits a leak rate of 8%.
- Email Alert: The leak rate for this appliance has hit the Washington State Department of Ecology leak rate threshold under Chapters 173-443 WAC
-
WA Leak Threshold Exceeded - alert is triggered when asset leak rate exceeds the asset type applicable threshold. For example, when a Process Cooling appliance hits a leak rate of 24.1%
- Email Alert: The leak rate for this appliance has exceeded the Washington State Department of Ecology leak rate threshold under Chapters 173-443 WAC
*Washington State 12-month rolling average method is consistent with the EPA Rolling Pounds Added Classic option currently available in Trakref. The email alerts are driven by the EPA Rolling Pounds Added Classic method, and will trigger based on this calculation even when an account does not have this method selected as their Leak Rate Calculation Type.
